The honest cost here is the van. Yes. To carry other people's waste you must be a registered waste carrier with the Environment Agency. The upper-tier registration is roughly £150 for three years, and carrying waste without it is an offence. You also have a duty of care: dispose only at licensed sites, keep waste transfer notes, and never fly-tip.
